One eSIM for two phones?
No: each eSIM installs on a single phone — the profile binds to the device. For traveling as a pair (or family) there are two good paths: the hotspot and the discounted second eSIM.
Option 1: hotspot (sharing internet)
One phone with the eSIM shares internet with the others. It works (VoaSim allows it for personal use), but with practical limits: the devices must stay together, the sharing phone's battery suffers, and if you split up at the museum... bye-bye internet for the other one.

Can I transfer the eSIM from my phone to my partner's?
Not directly: the profile binds to the device where it was installed. Transferring requires a reissue from the provider.
Is hotspot enough for both of us the whole trip?
For occasional moments, yes. As a permanent solution it gets old: battery, range, and having to stay together all the time.
